Cut your fresh peppers in half. Remove seeds and ribs. Mix rice and onions into beef. Fill each pepper half with beef mixture and set in a saute pan. Pour water into the bottom of the pan until theres between a quarter and a half inch of water. Top the peppers with tomato juice (or sauce!). Heat until the water begins to boil and then continue to simmer on low for about an hour or until beef is cooked all the way through (use a thermometer if you aren’t sure).
